turning off pci max

i'm lookin for a program that will switch off computer applications when it heres a certain tone. I want to be able to ring a mobile phone which is connected to the computer via the audio in .It will automatically answer and when i press for example the * button on my mobile phone the program will automatically recognise this and switch off pci max.
