Want to start a radio station but ...

Im comin from montreal in canada and i want to know something ... here we got the Crtc for the legal aspect of a radio station but its so hard to understand cause theres to much things to know about crtc ... we want to start the first hiphop radio in montreal ... but im not sure theey gonna give us a the right to get our radio ...if im doing this illegaly whats gonna happen ?
