5w vs 15 watt

I have a question about the two amps, they cost the same so shouldn't I just get the 15 watt. Can the power of the 15 watt be dropped down to 5 watts or any other settings?

I think the reason why the 15w version is the same price is because it doesn't include a power supply.
As far as your second question, I'm not sure.
