I just wanted to know. Does the PCI MAX Ultra have already have preemphasis on? If so, how much?

This is very simple. I just need to know if it applies preemphasis. So therefore, I live in the US. All radios use 75µs de-emphasis.
Am I not clear enough?

Yep, it has preemphasis. If you can use external preemphasis, like
the one provided by sound solution, it is a good idea do disable PCI MAX
preemphasis and use the software preemphasis.

Where do I turn it on/off? PCI MAX software? Jumper cable?

There are two capacitors on the small board, carrying the audio
connectors. Remove those two capacitors.

So if I don't remove them. What is it set to? The UK standard or the US standard.

Another question.
Does the PCI MAX have a "clipper" in it? This is used to prevent overmodulation.

No, but winamp plugins do.

That's what I though. I use that MLB4 v5 software. The only problem is dealing with pre-emphasis. You can't drive the final limiter too much or else your "s"es become very distorted.
