Pet tracking device

My dog has been missing alot of times now and so i've decided to put a tracking device onto that mutt, but the problem is those devices are very expensive
Can anyone help me by giving me some hints or schematics on how to build a simple and yet usable tracking device (with transmitter & receiver)???

I am quite sure that Robin Roberts would have been estatic in knowing that such a device existed when her pet poodle went missing..According to a story she shared on the Good Morning America Show ABC.she had a pet Dog that she nicknamed "Shep" and apparently her pet went missing,but did return after a few years just before she graduated..Maybe such a device could have saved her some anxiety and frustration.
