starting up a new FM radio station

Hello,
I am interested in establishing a new FM channel. I would like to get the informations on the range of a station and the allocation of frequency. I would like this station to cover to an extend of atleast 30 miles. So i need advice on the matter that what would be the stuffs that i should have in including the power of transmitter and antenna.
