5/8 has more gain than 1/4 wave, yes.
Also angle of radiation is more favorable.

Even better are 4 dipoles with 4-way splitter.

what is the J1 and J2 jumpers supposed to be set at? are they supposed to be removed? or set differently?
as of now they are both "ON"
