Yep, the bar is at max. Could my transistor have blown due to a voltage spike?

MAX 4025 problem

Hi, i have the max 4025+ transmitter connected to my antenna at 15v. But its not giving me any power (0.0watts). SWR alarm isnt going off and everything seems to be connected. What could be wrong?
